As I read this two thoughts came to mind; first how does his wealth compare to Andrew Carnagie or Henry Ford at their peaks? The second is that Elon Musk does not have $800M dollars, he has stock that is valued at $800M, and could fall to 'only' $100M in several rounds of trading.
BTW I just checked with my wife, and each of our 3 kids is valued to us at $300M, so Musk is now #2:)
I have again just read from the book of Ecclesiastes chapter 5 verses 8 - 20 which concerns wealth. Written by King Solomon who was probably richer (wealthier) than Elon Musk. Lots of good moral guidance in these words. I am struck by how Gates and Buffet with their enormous wealth are attempting to do good for their fellow man and Elon does not appear to be so interested. At least not in a tangible way. Environmenal benefits of solar and electric vehicle are washed out in the wake of yet another rocket launch. Check out the Musk Foundation to see what he thinks charity is. It seems charity begins at home.
It's his money and while I agree with you it's ultimately his choice. Just like it was Steve Jobs, just like it's each of ours to make a difference... and how.

As fax as taxes, my husband is retired, I work part time, pay quarterly tax and still we had to pay! We got a refund last year…. We didn’t all “win”

Along with Australia running short on fuel, I think I read that the UK had something like 6 weeks of jet fuel left.
How silly. $800bil is nothing. Look at inflation. Why, just a couple of years ago it was the entire DOD budget.
